Designing a Binational Centre of Excellence on Defence AI and Dual-Use Autonomy In a strategic environment marked by fragmentation, acceleration, and the increasing role of non-kinetic effects, the ability to sense, decide, and act faster—and more securely—is becoming a condition for sovereignty. To address this challenge, two European nations propose to establish a binational Centre of Excellence dedicated to defence-grade artificial intelligence, dual-use autonomy, and the development of interoperable demonstrators in the fields of ISR, cross-platform data fusion, and distributed command architectures. This centre will not aim for scale, but for strategic precision—serving as a joint capability catalyst, a testing ground for operational innovation, and a vector for long-term European autonomy in emerging defence technologies. The Centre will concentrate its work on four interconnected domains: - Artificial Intelligence for ISR and Decision Support Development of AI systems capable of supporting mission-level decision-making under uncertainty, including context-aware analytics, sensor tasking, and predictive pattern recognition. - Cyber-Resilient Autonomy Design of autonomous and semi-autonomous systems able to operate in contested and degraded environments, with embedded cyber protection, secure mission reconfiguration, and fail-operational behaviour. Cross-Platform Data Fusion in the Airborne Domain - Integration of heterogeneous sensor data from manned and unmanned airborne platforms, enabling real-time fusion engines that support collaborative combat and long-range situational awareness. Distributed Command Architectures Exploration of secure, decentralised C2 models where autonomous systems and human operators share intent, delegate authority, and maintain coherence across domains and platforms. These domains will be developed through joint demonstrators, rooted in real operational scenarios, and progressively integrated into national and European capability development roadmaps. The Centre will be built as a dual-hub structure, each side embedded in its respective national ecosystem of academic institutions, SMEs, defence primes, and operational stakeholders. Rather than centralising innovation, the model will federate excellence: - Joint research programmes, shared PhD tracks, and testbed platforms will ensure cohesion. Operational users will be closely associated with early-stage prototyping. - Standardised architectures and interoperability layers will allow components to be reused and scaled. The Centre will function as a node of trust between two strategic cultures, capable of managing classified projects, dual-use technologies, and sensitive industrial IP under a clear legal and ethical framework. Funding and Long-Term Impact Funding will rely on a mix of instruments: European programmes (EDF, Horizon Europe) for joint capability demonstrators; National innovation schemes for focused verticals (e.g. onboard AI, cyber autonomy); Selective private co-funding under strict end-use control and dual-use governance. Beyond technological output, the Centre’s goal is structural: - To build a shared innovation infrastructure that reduces fragmentation; - To contribute to the interoperability and resilience of future European forces; - To reinforce strategic trust between two defence-industrial ecosystems. This Centre of Excellence is not an isolated initiative—it is a building block in the long-term construction of European technological sovereignty. It will provide a space where research meets operational reality, where AI and autonomy are developed not as abstract capabilities, but as tools to support real missions, in real time, under real constraints. In doing so, it will serve as a quiet but concrete signal: that Europe can act strategically, invest collectively, and shape its own future in the critical domains of emerging defence technologies.
Our Recent Projects
In recent years, France and the United Kingdom jointly launched a bilateral conference cycle, held alternately on both sides of the Channel and placed under the auspices of their respective Ministries of Defence. This initiative brought together senior military leaders, institutional actors, and industrial stakeholders around three strategic themes: - Training and simulation, Robotics and autonomous systems, - Defence automation and AI-enabled mission support. The programme served as a structured forum for dialogue and technical alignment, enabling the two nations to deepen their cooperation in the preparation of future forces, to explore shared development pathways for emerging capabilities, and to reinforce operational interoperability in next-generation systems. Particular attention was paid to dual-use applications and transnational innovation ecosystems, with several sessions involving academic researchers, technology start-ups, and industry integrators from both countries. Through this sustained dialogue, France and the United Kingdom reaffirmed their shared commitment to strategic innovation, and their capacity to act as co-leaders in shaping interoperable defence technologies and doctrines within the broader European and allied framework.
